The International District residential area shall be predominantly a residential neighborhood with primarily residential uses. Other compatible uses shall be permitted to the extent that they reinforce and do not detract from the primary use of the area. The IDR designation and the regulations of the International Special Review District shall recognize and promote the area's unique social and urban design character. Special objectives include: A. The establishment of the International District area north of South Jackson Street as one of downtown's predominant residential neighborhoods; B. The development of flexible land use controls, regulations and guidelines to address present conditions and those which may develop in the future; C. The design, siting, and construction of structures that minimize view blockage from Kobe Terrace Park and from existing structures that are used primarily for residential purposes; D. The design, siting and construction of structures in a manner that allows reasonable solar exposure and air circulation to adjacent properties; E. The design, siting and construction of structures that are aesthetically compatible with the area's steep topography and/or nearby public open spaces.
