The Director may promulgate rules consistent with this Title 23 pursuant to the authority granted in Section 3.06.040 and pursuant to the procedures established for rulemaking in the Administrative Code, Chapter 3.02 . In addition to the notice provisions of Chapter 3.02 , notice of the proposed adoption of a rule shall be placed in the Land Use Information Bulletin.
