It shall be a defense to any complaint under this section that the party so charged was serving or, called to serve, at the time of the offense charged, as a juror in any local, state or federal court located within the city. B. It shall also be a defense to any complaint under this section that the party so charged was a witness in a criminal proceeding in any local, state or federal court located within the city; it is understood that the criminal proceeding includes not only the main trial of any criminal cause but also includes any pretrial hearing wherein the presence of witnesses is mandated or requested by either the prosecution or the defense counsel. In the case of these defenses, any person desiring to utilize the defenses may prove either one of these defenses in one of two ways: 1. By presenting, in open court, a statement signed by the presiding judge, the clerk of such court, or the district attorney or any authorized assistant district attorney, expressly stating that such party was sitting as a juror or a witness in a criminal proceeding on the date and at the time of the parking violation in question; or 2. By pursuing the same procedure as outlined above, but instead of presenting the statement in open court, present the violation along with the statement from the above-designated authorities to a clerk in the traffic violation bond office, who will make the appropriate notation and attach the statement to the ticket and thereafter, dismissal procedures will be informally pursued upon recommendation by the city prosecutor. 12.88.150 - Schedule XIV—Speed limits. In accordance with Section 12.28.010, the city council determines and declares, upon the basis of engineering and traffic investigations as set forth for such purposes by state law, that the maximum reasonable, prudent and safe speed upon the following highways and streets, or portions thereof, is the number of miles per hour hereinafter set forth: A. Ten miles per hour: 1. On Edgar Park Avenue from Echo Street to the Streets; B. Fifteen miles per hour: 1. On all streets and roads in city parks, 2. El Paso City Code § 12.88.160 Schedule XV—City taxicab zone.

12.88.160 - Schedule XV—City taxicab zone. A. The traffic engineer is authorized and directed to establish a city taxicab zone at the following location: 1. The Paso Del Norte Bridge Taxicab Zone-located on the north side of Sixth Avenue from the northeast corner of El Paso Street east to the northwest corner of the alley west of Oregon and east of Mesa Street. 2. Anthony Street, two spaces between a point one hundred thirty feet and one hundred seventy feet north of the San Antonio Avenue, west side. Hours in effect between 6:00 p.m.—2:30 a.m. 3. Durango Drive, first two parking spaces south of San Antonio Avenue west side. Hours in effect between 6:00 p.m.—2:30 a.m. B. When such zones are established the traffic engineer shall erect appropriate signs and/or markings to designate the city taxicab zone limits and operation of each zone. C. Taxicabs may stop or stand in such zones for the purpose of discharging or taking on passengers as stated on the signs to be erected. The driver shall remain in, or in the vicinity of his taxicab while it is in the zone. D. A taxicab shall not stop or remain in the area of a designated zone if there are other taxicabs already operating under a duly authorized special permit under Title 6 of this Code and there is not sufficient room left for a taxicab operating under another special permit and desiring to use the zone. E. The taxicab inspector, or in his absence any police officer, may direct taxicab drivers in the use of such zones, so as to avoid congestion and give all taxicabs reasonably equal opportunity for use of the zones; and every taxicab driver shall obey the direction of such inspector or officer. F. When any such zone is designated by signs or markings as herein provided, no person shall stop, stand or park any vehicle therein, except that a taxi driver may stop in such zone in accordance with the regulations herein set forth, and not otherwise. G. In addition to the penalty provided in Sections 1.08.010 through 1.08.030 of this Code, violation of this section by a taxi driver shall be grounds for revocation or suspension of the issued taxicab zone permit, in accordance with the procedure provided in Title 6 of the City Code.
