in effectA "small household appliance" is a device or instrument such as a toaster, a television or a vacuum cleaner, which is: 1. Carried by hand; 2. Commonly used in a dwelling; and 3. A finished good, not a component part, such as a motor or a thermostat, of another finished good. (Ord. 26248.)
