Seattle Mun. Code § 23.80.012
in effectReview of an essential public facility, except for light rail facilities, under this Chapter 23.80 , including a decision to condition approval of a project or to waive or modify a development regulation as authorized by this Chapter 23.80 , is part of the decision to approve or deny a permit application and is not a separate or distinct regulatory decision. If the underlying decision is subject to administrative appeal, then decisions made under this Chapter 23.80 are subject to review on administrative appeal of the underlying decision. If the underlying decision is not subject to administrative appeal, then decisions made under this Chapter 23.80 are not subject to review on administrative appeal of the underlying decision.
