"Nuisance" shall mean: 1. Any use of property contrary to the provisions of this title or any condition of a permit imposed pursuant to this title. 2. Any act or omission which obstructs or causes substantial inconvenience to the public or any member thereof, in the course of, or by the manner of, the exercise of the right granted by a development permit.
