in effectAll property located in an IDR or IDR/C zone is subject to the use and development standards of the International Special Review District, Chapter 23.66 , in addition to the use and development standards contained in this Chapter 23.49 . If there is a conflict between the use and development standards of this Chapter 23.49 and the provisions of the International Special Review District, the provisions of Chapter 23.66 apply.
