SEC. 1124. TIME PROVISIONS. Unless otherwise indicated, all time provisions governing the taking of action by City officials are directory and not mandatory. SEC. 1125. SEVERABILITY. If any part of this Article 11 is held to be unconstitutional or invalid, such decision shall not affect the validity of the remaining portions of this Article 11 or any part thereof. The Board of Supervisors hereby declares that it would have passed all portions of this Article and any amendments thereto irrespective of the fact that any one or more portions be declared unconstitutional or invalid.
