SEC. 1123. NOTICE PROCEDURE.

When any provision of this Article requires notice by mail to a property owner, the officer or body providing the notice shall use for this purpose the names and addresses as shown on the latest citywide Assessment Roll in the Assessor's Office. SEC. 1124. TIME PROVISIONS.

Unless otherwise indicated, all time provisions governing the taking of action by City officials are directory and not mandatory.
