in effectTwo-wheeled motorized vehicle parking facilities shall be located in a convenient, highly visible and well lighted area to minimize theft and vandalism, generally within fifty feet of a building entrance, adjacent to accessible parking and within view of pedestrian traffic. (Ord. 30857.)
