San José Municipal Code § 20.100.260
in effectIf a notice of appeal has been duly accepted by the director, the decision of the initial decision maker shall not be final and it shall be of no force and effect unless the appeal is withdrawn prior to the appeal hearing. (Ord. 26248.)
