A. This chapter identifies the permits and other approvals required by the various provisions of this title and sets forth the applicable procedures for application, processing and approval. B. As a general rule, unless otherwise exempt, any use which involves new construction, erection, placement, paving, or installation or exterior alteration or enlargement of an existing use requires a development permit as defined in Section 20.200.270 .
